Introduction

Costa Rica ratified the Basel Convention in 1994 and the Central American Agreement on Transboundary Movement of Hazardous Waste in 1995. Costa Rica has not yet ratified the "Basel Ban Amendments" of 1998. It has signed but not yet ratified the Basel Protocol on Liability and Compensation. In 1997, prompted by worries about wastes from high-tech facilities it had attracted to the country, Costa Rica concluded a bilateral waste agreement with the U.S. that allows for the export of wastes to the U.S. for treatment, recycling or disposal, following Basel equivalent rules and procedures.
