Introduction
Colombia has been promoting recycling since the early 1980’s, although to date, no legally imposed recycling restrictions or programs have been developed or implemented. We note that as a general matter, waste laws in Colombia are extremely complex and there are continuing disputes between the Ministry of Economic Development (MINDESA), the Ministry of Health (Minsalud) and the Environment Ministry (MinAmbiente) regarding the scope of their jurisdiction over waste management.
