Introduction
Colombia has been a major proponent of “cleaner production” programs since the idea first gained popularity in the early 1990s. The Executive Branch made the concept a cornerstone of its official National Environment Policy adopted in December 1994. That same year, the Environment Ministry, MinAmbiente, signed a 50-year Cleaner Production Framework Covenant with the National Association of Industries (ANDI), the National Association of Exporters (ANALDEX), the Colombian Association of Small and Medium-Sized Enterprises (ACOPI), and 22 sectorial industry associations in which the parties pledged to work together to, among other things, redesign their products and processes to minimize environmental and health impacts.
