Introduction
A comprehensive 1994 Law on the Rational Use of Energy ("URE Law") imposes energy efficiency and labeling standards on certain equipment manufactured or assembled in, or imported into, Costa Rica, and requires manufacturers of imported goods to declare their energy efficiency characteristics in registration with MINAE. Currently, the efficiency and labeling standards apply to air conditioners, lamp ballasts, fluorescent lamps, refrigerators, freezers, stoves, ovens, electric water tank heaters, motor vehicles under four tons and electric motors over 1 kilowatt (KW), although MINAE can expand the list at will.
