National Solid Waste Bill RevivedJune 29, 2008 Brazil - Hazardous Waste, Product Take-BackThe National Solid Waste Policy Bill (PL 203/91 or the "Omnibus Bill") has once again been revived in Brazil's Chamber of Deputies where it has effectively languished since last year. A special Working Group was recently created to review the issue over the next thirty days in an effort to get the massive initiative ready for a floor vote before the end of 2008. Extended Producer Responsibility (EPR), reverse logistics, and “polluter pays” would undoubtedly remain core policy components for any final version of the Bill. If made final, the Bill would institute sweeping changes to Brazil’s current federal solid waste regime and give rise to significant new manufacturer, importer and distributor responsibilities for a broad range of end-of-life products, including electronics.
