Costa Rica's National Waste Plan UnveiledJune 29, 2008 Costa Rica - Hazardous Waste, Product Take-BackCosta Rica has officially unveiled its Solid Waste Plan (Spanish acronym "PRESOL" or the "Plan"). As reported, the country has been working on this Plan, a draft Waste Law, and a WEEE take-back regulation over the last few years. (See Links.) These efforts have coalesced into this Plan which focuses the government on 31 strategic actions relating to national waste management. Importantly, the Plan incorporates Extended Producer Responsibility (EPR) policies and calls for the approval of the WEEE Regulation in 2008. Although the deadlines may seem ambitious, the Plan makes it clear that e-wastes are viewed as hazardous wastes and require special management. Any new regulations resulting from the plan will likely include new requirements for producers, importers, and distributors of electronic products.
