Oregon Proposes Law to Establish Electronics Recycling Program

On May 15, 2007, the Oregon House of Representatives passed HB2626, which would establish a state wide recycling program for the collection, transportation and recycling of “covered electronic devices” (CEDs). CEDs are defined as any computer monitors, televisions, and portable computers with a viewable area greater than four inches measured diagonally. CEDs do not include any part of a motor vehicle, equipment designed or intended for use in industrial, commercial, or medical equipment, clothing washers or dryers, refrigerators, microwave or conventional ovens, dishwashers, or air conditioners. The bill, which marks Oregon’s third attempt to enact an electronics recycling program, is expected to pass the Senate and to be signed into law by Governor Ted Kulongoski.
