Batteries

Question:

Are button cells (Lithium Manganese & Lithium Manganese Dioxide) and cylindrical (Lithium Ion) batteries typically shipped in notebook computers clasified as hazardous by Spain regulations when they are in products being imported or when spent batteries are replaced and in need of recycling and/or disposal? These would be whole batteries that have not been damaged.
