Mateo Davis - Associate
Mateo Davis concentrates on international environmental law and
the Clean Water Act. Prior to joining Beveridge and Diamond, Mr.
Davis served as an intern with the Natural Resources Defense Counsel
in Mexico City. Mr. Davis graduated magna cum laude from Vermont
Law School in 2001, where he was the Senior Managing Editor of
the Vermont Law Review and a member of the Pace Environmental
Moot Court Team. He graduated from Harvard College in 1991 with
a B.A. in Government. Mr. Davis is currently a Vice-Chair of the
International Environmental Law Committee of the American Bar
Association's Section of Environment, Energy and Resources.
Angela Farleigh - Associate
Ms. Farleigh received her legal degree from the American University,
Washington College of Law (J.D., cum laude, 2003) and her undergraduate
degree from the University of Michigan (B.S., 1997) with concentrations
in Environmental Policy and Resource, Ecology and Management.
While attending American University, Ms. Farleigh clerked for
the U.S. Department of Justice, Environmental Enforcement Section,
and the U.S. Environmental Protection Agency, Office of Enforcement
and Compliance Assurance. Prior to law school, Ms. Farleigh was
an advocate for the Public Interest Research Group, a nonprofit
consumer and environmental advocacy organization.
Richard Ferris Jr. - Principal
Richard (“Tad”) Ferris is a Director at Beveridge
& Diamond, P.C. and Co-Chair of the Firm's International Section.
Tad has acted as a consultant for United Nations organizations,
development banks, and foreign government institutions and agencies,
including developing-country organizations such as China's State
Environmental Protection Administration and the Environmental
Protection Administration of the Republic of China on Taiwan.
He has also testified before Asian legislatures on issues related
to the implementation of national and local environmental legislation.Tad
holds a Juris Doctor degree, a Masters of Law degree in Comparative
and International Legal Studies, a Masters in East Asian Studies,
and a Bachelors Degree in International Relations. Prior to pursuing
his legal studies in the United States, Tad studied law with the
National Taiwan University Faculty of Law. He has also lectured
at the World Bank, and Peking, Soochow and National Taiwan Universities
on comparative law topics. Among other positions, Tad serves as
Chair of the United States Council for International Business
(USCIB) China-Environment Working Group and is a member of the
China Task Force of the Business and Industry Advisory Committee
(BIAC) to the OECD.
Alfred Fraijo Jr. - Associate
Alfred Fraijo Jr. focuses on environmental review, permitting
and local land use entitlement matters. His advocacy work includes
partnerships with the Mexican American Legal Defense Fund, the
California Center for Land Recycling and the Greenlining Institute.
Mr. Fraijo received his legal degree from Loyola Law School, Los
Angeles (J.D., 2002) and his undergraduate degree from Harvard
University (B.A., 1999). Mr. Fraijo also serves on the Board of
Directors for La Raza Centro Legal, a nonprofit legal services
organization assisting Latino, indigenous, immigrant and low income
communities of San Francisco and the greater Bay Area.
Aaron Goldberg - Principal
Aaron H. Goldberg has been actively involved in hazardous waste
issues since the beginning of the Resource Conservation and Recovery
Act ("RCRA") regulatory program in 1980. He started
as a consultant to the U.S. Environmental Protection Agency and
then worked at the Office of Management and Budget, before joining
Beveridge & Diamond over ten years ago. In addition to being
an attorney, Mr. Goldberg has extensive training and experience
in both chemistry and economics. He has a bachelor's degree, magna
cum laude, from Yale University, and a master's degree from the
California Institute of Technology. He received his law degree
from Stanford University in 1985.
Paul Hagen - Principal
Paul Hagen is a Principal with Beveridge & Diamond, P.C. practicing
in the areas of U.S. and international environmental law. As Chair
of the Firm's International Environmental Practice Section, Mr.
Hagen has over a decade of experience advising on the negotiation
and implementation of regional and global environmental agreements,
including matters arising under the NAFTA and WTO Agreements.
His recent work include advising the U.S chemical industry on
the negotiation and implementation of the Stockholm POPs Convention
and representing the U.S. electronics industry on international
and domestic initiatives impacting product design and the management
and recycling of end-of-life equipment. In 1998, Mr. Hagen served
as an advisor to the People's Republic of China on its implementation
of new land use and natural resource legislation and in 1997,
he served on a U.S. State Department delegation to South Africa
to advise the national and provincial governments on the drafting
of new environmental laws. Mr. Hagen is an adjunct professor of
law at the Washington College of Law at American University in
Washington, D.C. where he teaches a course on Environmental Issues
in International Business. He is a graduate of Providence College
(B.A., 1986) and the Washington College of Law at American University
(J.D., 1990).
Madeleine Kadas - Of Counsel
Fluent in Spanish, Maddie Kadas advises clients on environmental
issues under the laws of a number of countries in Latin America,
including Mexico, Argentina, Brazil, and Chile. Prior to joining
Beveridge & Diamond, P.C., Ms. Kadas was a staff attorney
with the Texas Natural Resource Conservation Commission (TNRCC)
where she represented the Executive Director in administrative
trials relating to low-level radioactive and hazardous waste permits.
Ms. Kadas graduated from the University of Texas at Austin (B.A.,
1988) and the University of Texas School of Law (J.D., 1994).
From 1994-1995, Ms. Kadas attended La Escuela Libre de Derecho
School of Law in Mexico City, Mexico where she completed a Diploma
("LL.M.").
Amanda Monchamp - Associate
Amanda Monchamp practices in the areas of land use, natural resources,
and environmental law with an emphasis on project development
and regulatory compliance. Prior to joining Beveridge & Diamond,
P.C., Amanda worked at the Electronic Industries Alliance (EIA)
in Washington, D.C. At EIA, she represented the electronic industry
in state, federal, and international environmental regulatory,
legislative, and policy arenas and advised the industry on regulatory
compliance issues related to product “take back” initiatives
and restricted substance bans. Amanda graduated from the University
of California at San Diego (B.A., 1995) and received her J.D.
and Master's Degree in Environmental Law from the Vermont Law
School (1999).
Alan Sachs - Associate
Alan Sachs is an Associate in the Washington, D.C. office of Beveridge
& Diamond, P.C., practicing environmental law with an emphasis
on pesticides and international environmental law issues. Mr.
Sachs graduated, with honor, from the University of Maryland School
of Law in 2003, where he was awarded a concentration in environmental
law. He was an Associate Editor for the Maryland Law Review, co-President
of the Maryland Environmental Law Society and a member of the
Order of the Coif. He graduated from the University of Maryland
in College Park in 1999 with a B.A in English. Mr. Sachs is a
member of the Maryland Bar.
Hongjun Zhang Ph.D. - Of Counsel
Hongjun Zhang advises clients on environmental, health, and safety,
investment, and trade issues in China and other Asian jurisdictions.
Prior to joining Beveridge & Diamond, P.C., Dr. Zhang was
a Director in the Legislative Office of the Environmental Protection
and Natural Resources Conservation Committee (EPNRCC) of China's
National People's Congress responsible for drafting national environmental
laws and policy documents and overseeing national and local government
implementation and enforcement of environmental and natural resources
conservation laws. Dr. Zhang also served as Program Officer in
China's State Environmental Protection Administration (SEPA).
Dr. Zhang has received environmental law training at American,
Harvard, New York and Yale universities in the United States,
Uppsala University in Sweden, Nijenrode University in the Netherlands,
and Chiang Mai University in Thailand.

Prof. Lucas Bergkamp - Partner
Based at the Business Practice Group, Brussels Prof. Bergkamp’s
practice focuses on regulatory and trade as well as liability
and transactional work. He counsels on the laws of various European
Union Member States, interfaces between national laws and EC law,
WTO law, and proposed regulation. He has advised on WTO law aspects
of existing and proposed EU legislation, including fuel quality
legislation, eco-design rules, take back regimes, and chemical
restrictions. The Professor has also advised on a wide range of
issues under the EU’s chemical legislation, including the
EINECS and polymer exemptions, the definition of impurity, eco-toxicity
labeling, carcinogenicity labeling, reporting and informational
requirements, and safety data sheets. Professor Bergkamp has undertaken
a law degree, a M.D and Ph.D at the University of Amsterdam, 1985
and his Masters of Laws at Yale University, 1989. He speaks Dutch,
English, French and German.
Josefina Bunge - Associate
Josefina Bunge focuses on environmental and regulatory law, including
health & safety, trade, waste, liability, chemicals, standardization
and product regulation. She counsels on EC law and the national
laws of EC member states including waste disposal, product take-back
regimes and packaging requirements. Before entering private practice,
Ms. Bunge worked as Assistant at the Supreme Court of Argentina.
She was also a Researcher of Public International Law at the University
of Buenos Aires. Her first degree was completed at University
of Buenos Aires, 1999 and her Masters of Laws at the London School
of Economics and Political Science, 2001. Ms. Bunge speaks Spanish,
English and French.

Rick Goss - Director, Environmental Affairs
Rick Goss oversees EIA's environmental policy activities, including
the Alliance's industry-leading work on behalf of U.S. high-tech
companies in the areas of federal and state electronics recycling
issues. Before joining EIA, Mr. Goss served as a Senior Project
Manager with DecisionQuest-Environmental Issues Management. His
responsibilities included providing regulatory affairs and public
affairs services to several large companies and corporations.
Prior to this he served as Legislative Director under New York
State Assemblyman Samuel Colman, where he supervised legislative

David Perchard has been involved with legislative issues affecting
business - especially packaging waste management policy - throughout
his thirty-year career with the Food Manufacturers Federation, Cadbury

He is an expert both in EU policies, policymaking procedures and
